However, Li Mu Yuan, the Vice Minister, believed that Xue Zhongshan had poor moral character. In the end, the Empress decided to appoint the Governor of Youzhou, who had done a good job governing, to the position of Minister of Revenue, while Xue Zhongshan, who had achievements, was promoted to Deputy Minister of Revenue.
