Pei Yan heard that Wei Zhao and Pei Yan had gone separately to investigate the western granary and the abandoned temple in the western part of the city. Fearing that the truth would be exposed, he sent Pei Ying to silence the refugees by killing them. Pei Ying, along with He Yonglin's thug Zhao Da and others, arrived at the abandoned temple, with Pei Ying wearing a mask to avoid being recognized.
Zhao Da and his group of thugs began slaughtering the refugees. Jiang Ci hid in fear, but was eventually caught. She tried to use Wei Zhao's name to pressure He Yonglin’s men, but Pei Ying paid no attention. Jiang Ci then took out the token from the Guangming Bureau given to her by Wei Zhao, and while they were distracted, she managed to free her hands from the ropes.
The Guangming Bureau is an independent authority outside the various imperial offices, and they only obey Emperor Xie Che of Da Liang. Pei Ying knew that Wei Zhao was ruthless and killed without hesitation. Afraid of complications, he ordered Zhao Da to kill Jiang Ci. Jiang Ci quickly jumped up and tried to escape but was caught by Pei Ying.
Just as Pei Ying was about to take further action, Wei Zhao and Pei Yan arrived in time and subdued the group of thugs. Wei Zhao rescued Jiang Ci, but in the process, both of them accidentally fell into a well. Wei Zhao clung to the rope tightly and called out for Yi Fei to help. Yi Fei arrived just in time to pull them out.
Pei Ying removed his mask and sought Pei Yan's help, but Pei Yan ignored him and instead showed concern for Jiang Ci, asking how she was doing. Jiang Ci took back the Guangming Bureau token from Wei Zhao and thanked him. She jokingly said she would keep the token as the prize for winning their previous bet. Curious, Pei Yan asked Wei Zhao how he found Jiang Ci.
Wei Zhao didn't mention the clue of the Dark Night Orchid left behind by Jiang Ci at the abandoned temple and instead made up an excuse to cover the truth. Pei Yan discovered that the eight main granaries were controlled by his family and vowed not to show leniency. Wei Zhao, worried that He Zhenwen might take the opportunity to falsify records, decided to immediately head to the provincial governor's office to check the accounts of the Armory Department.
Since Pei Yan couldn’t show up directly, Wei Zhao asked Jiang Ci to accompany him to check the accounts. He also asked Yi Fei to bring the account books from the eight granaries. Under Wei Zhao's supervision, the officials found that the granaries had borrowed a total of 4 million taels of silver.
While the Armory Department had previously been in deficit by over 3 million taels, in the past two months, they had somehow made a surplus of several hundred thousand taels. Wei Zhao suspected that the Armory Department had borrowed money from the granaries to cover their deficit. He Zhenwen claimed ignorance and tried to shift the blame onto other officials. He Zhenwen insisted that those people in the abandoned temple were not refugees but violent criminals who threatened the public. Jiang Ci exposed his lies, and Wei Zhao brought in Pei Ying, who confirmed that the killing of the refugees was under He Zhenwen's orders. He Zhenwen, in turn, blamed Pei Zifang, claiming that everything was done under Pei Zifang’s direction.
Pei Zifang, who held significant power in Nanning, had caused financial strain and covered the deficits by using the funds from the eight granaries, even selling old rice as new. Pei Yan immediately declared that he would thoroughly investigate the matter and would not protect his family. He promised to give Wei Zhao a clear answer within three days.
Jiang Ci also asked Cui Liang to treat the girl from the Drunken Red Tower for her illness, and Pei Yan agreed without hesitation. That evening, Pei Yan hosted a banquet at his home, inviting his family and publicly apologizing to them. Pei Zifang was eager to know how Pei Yan would handle the armory case, but Pei Yan didn’t reveal much, instead continuously encouraging them to drink.
The girl from the Drunken Red Tower was diagnosed with syphilis, and Cui Liang gave her a prescription. Jiang Ci personally brewed the medicine for her and also delivered ointment to Wei Zhao for his bruises. Jiang Ci applied the ointment to Wei Zhao herself, and Wei Zhao felt warmth in his heart. As Jiang Ci looked at Wei Zhao's handsome face, she couldn’t help but feel a sense of tenderness.
Jiang Ci wanted to help the refugees, but her influence was limited. Wei Zhao recounted how, years ago, he and his sister had been treated as refugees, beaten and scolded like animals. Even now, he still felt indignant about it. Pei Yan expressed his gratitude to Pei Zifang for the help he received back then, saying that without it, he wouldn’t be where he was today.
As Pei Yan spoke, he became more and more emotional, drinking large amounts of wine and pretending to be drunk.
