Business at the restaurant was getting better and better. Li Lan finally paid off the last installment to Mr. Liu and reclaimed Ning Yu's jade pendant. Everyone was feeling much more relaxed. However, during a meal, Li Lan noticed that Wang Jin always seemed gloomy. She approached him and asked what was on his mind.
Wang Jin actually felt that their Qingshui County was too isolated. It had almost no connection to the outside world, and trade was limited due to the lack of proper roads. Access was inconvenient because of the mountainous terrain. He thought about whether it was possible to build a major road that would connect Qingshui County to the outside world, allowing goods to be transported in and out, and fostering development. However, the major problem was funding.
He tried reaching out to the local government, but they declined, citing a lack of funds. The group discussed whether they could use the restaurant's money, but Li Lan vehemently opposed the idea. Stuck in this impasse, Wang Jin refrained from forcing the issue. Ning Yu suggested that she could ask her father for funds, but Wang Jin interrupted her immediately. He had to think of an alternative solution.
He set up a meeting with some local wealthy merchants, but when they heard about the road construction project and that they'd have to contribute funds, no one was willing to participate. Each person came up with excuses and left. This left Wang Jin feeling quite frustrated. These people appeared wealthy, but not one of them was willing to contribute. Li Lan observed Wang Jin's disappointment and felt unsure about what to do next.
